Cecil was born June 14, 1932 in the family farmhouse in the Braddock district. He was the youngest son of Emil and Elsie Schwartz.
Cecil gained his education at Ettrick Bank School. He left school at the end of eighth grade to work on the farm as was customary in those times. In the summer of 1950, in addition to farm work, Cecil worked for CP Rail doing track maintenance. He enjoyed putting in a hard days work and spoke fondly of his time with CP. In 1953, after the untimely loss of his father, the farm was sold and the family moved to Swift Current where Cecil was hired by Melhoff Electric. He worked as an electrician for several years; a skill set that he never lost. In 1953 he met Shirley Lyngstad and the two were married in November of that year. They moved to Shirleys family farm in 1956 and spent their lives there raising cattle, grain and 5 children. Cecil enjoyed horses, antiques, John Deere equipment, hunting, trapping and building or fixing almost anything. Cecil had an incredible work ethic. He held strong in his opinions and loved to discuss politics and talk about the old days. He had an outgoing personality and was widely known in the auction sale circuit.
Cecil is predeceased by his wife Shirley in 2018 his father Emil Schwartz (1953) and his mother, Elsie Schwartz (1998). He is survived by his 5 children, Lynda (Dennis) Bulani, Bonnie Mather, Clay (Tammy) Schwartz, Shawna (Dwight) Klassen and Lon (Carine) Schwartz; a brother, Clarence (Ida) Schwartz and their children Deborah (Dan) Lavery and Brian (Elsa) Schwartz. He is also survived by 10 grandchildren and 10 great grandchildren.
